PCs or NPCs?

To what degree do you model people as agents?

You can rephrase the question as "do you model people as agents versus complex systems?" or "do you model people as PCs versus NPCs?"

So rule utilitarianism is for NPCs, act utilitarianism is for heroes, or villains.
